A cover letter should be unique. People do not need to copy contents from a template. They should devise their own letter but they also need to follow the pattern coming from the template. Keeping it short is a must to avoid employers from losing their interest in reading it. Employers want applicants to be straight to the point. Also, applicants should state all important aspects that can help them contribute for the further success of the company.
You should also avoid not having a sample of a cover letter for a position lower than yours. Maybe right now you think you would never apply for such a job, but you simply do not know what the future may bring. In certain cases, the large employers actually pay for the lower level employees more so than your current employer might be paying you, or you could find yourself in a layoff situation.

The most important things to remember is that applications letters should be original and they should represent you. The only person, who can represent you, is you. Why would you want to take an application letter written by someone who does not even know you? Only you know why you would be perfect for that one job. Why trust a generic letter to get that point across to the employer?
